Public Holiday on the Home dashboard opens your Holiday Calendar for the current year — the public holidays your company observes for you, based on the calendar your admins assigned (usually your place of work).

It's read-only and there's nothing to configure — check it before applying for leave, since observed holidays typically don't count against your balance.
